Research Abstract |
On May 1st 2004 eight formal communist block, Central-East Europen county entered the European Union. The project concentrating on the changeover period from the centrally planned economic system to the market type economic system. The members of the project are all from the local reseach institutes, who in cooperation with the Japanese university representative, carried out research by collecting data and surveying the research results done in fee field of the project. The group representative begin the preparation by contacting the participarts from the begining of the projects in april 2003, than on Summer, visited the participating ccountries, met with the participanst, negotiating about the conditions and discussing the form, method and contents of the project. Each of the participants wrote a country report on his/her country. The reports were discussed 2 times (April 2004 and September 2004) in Hungary on workshops. the project, also the results of the individual country-reports and the issues appeared during the research, steps were taken after, to enhance the contents, add further data and subtopics when it was necessary. As the research fund was very limited, before and after the two workshops the cooperation continued by mail discussions between the participants and the represetative. After the discussions when the contry reports were completed an additional general summary report was prepared. Now we are proceeding with the preparation to find an appropriate sponsor and publisher for the work. During the project work, we accumulated informations and copiled an overall picture about the process which can be a base, used for further research, as well as teaching material also as information for investors. We learned that although at the be3gining of the transition there was huge difference among the countries concerning the preparedness for the transition, the countries could manage to come almost to the same position until the accession to the European Union. The way of the countries reacted to the issues during the changeover were different, concerning the relation to foreign investors, the way the interpreted and executed the privatisation and sometimes brought up surprising resolutions. As there are many issues to be dealt with, the maturity of the changeover is yet to be achieved, theres are much room to continue the work and to observe the long term consequences to the process.
