This research intends that socio-economic encouragement of traditional shopping street should be derived from the partnership between non-profit organization (NPO) and association of shopping street storekeeper.
The large size retail shops, whose sales floor exceeds more than a few ten thousand square meters, has been allowed under the Large Size Retail Shop Location Law. Most of them are located in the suburbs and gather much more consumers from the wider local area.
Many traditional retail stores have been depressed their sales in local main streets. It is additionally said that large size retail shop causes to be worse living circumstances of neighbor area.
Therefore, not only association of small size enterprises but also local governments request to impose restraints on free enter or exit of large size retail shop location in suburbs such as excellent agricultural land and vacant industrial park.
Depending on sales data of commerce census, it is clearly shown that large size retail shop can not get a economic scale merit from sales floors under about three thousand square meters. This fact pushes a large size retail shops forward their sales floor to expand more and more.
But shop sales efficiency average in traditional shopping street remains at lower level by employment, but at same level by sales floor, comparison with roadside type large size retail shop. This fact also causes numbers of small retail shop to have been decreased in traditional shopping street.
Progress of partnership of NPO and association of storekeepers has been clearly recognized as one of encouragements of traditional shopping street. Inhabitants as well as visitors require shopping street situation to should be basically kept safety and security, then shopping and public services.
Additionally, they expect the action of shopkeepers and to work sensible approaches restoration of historical building, shopping support system for aged person, global environmental problem and so on.
