Outline of Annual Research Achievements

平成29年度の研究では、前年度からのインタビューや調査を継続しつつ、海外の学会や国内での論文公表などの形で成果を発表することに力を注いだ。具体的には、社会的アカウンタビリティを行使する主たる主体であるメディアや社会運動についてマレーシアの事例を中心に研究して4本の研究論文と1本のプロシーディングスを発表した。
これらの公表された成果によって、ポスト・マハティール時代のマレーシアにおいて社会的アカウンタビリティを担う担い手たちの影響力が拡大していった要因と、その限界について明らかにすることができた。ポスト・マハティール時代のメディアや社会運動の影響力拡大の背景には、首相交代と2008年総選挙以降の野党の勢力拡大という政治的機械構造の変化、ネット・メディアの拡大、巧みなフレーミングなどを指摘することができる。
その一方で、2013年総選挙以降には社会的アカウンタビリティを通じた政治と社会の改革の限界性が強く散見されるようになり、政治体制の再権威主義化が加速していることも指摘した。社会的アカウンタビリティが2013年総選挙以降に限界性を露呈していった背景には、マレーシア社会において選挙アカウンタビリティが常に強調され、他のアカウンタビリティ・メカニズムが働きにくい環境が作られてきたこと、さらにその下でメディアや社会運動なども与党か野党かの間に引き裂かれる形で党派的な色彩を強めてきたことを指摘できる。
今後は、本研究課題で得られた知見を基にしてさらにアカウンタビリティと情報に関する研究成果を発表していく予定である。
