The UK government adhered to the three-mile limit, but they intentionally left their view vague for the freedom of high seas.It was for the 1923 Imperial Conference and the 1930 Conference for the Codification of International Law that they formulated their detailed view on the international law of territorial waters. The British view was actually introduced into the codification work through Cecil Hurst, a member of the Preparatory Committee. Consequently, the UK officials were satisfied with the Report of the Second Committee on Territorial Sea. Even a member of the Admiralty, however, was concerned that this Report reflecting the British view too much would not be accepted by other States. This research project clarified the formation process of the British view on the legal status of bays including inter fauces terrae, base-line,islands, and contiguous zone, in the context of the 1930 Conference for the Codification of International Law and Anglo-Norwegian fishery dispute.
