Outline of Final Research Achievements |
For establishment of support system for people who need to be considered at the time of disaster which is an important issue of regional disaster prevention, organizing an executive committee consisting of local residents and welfare workers based in Nishitoyoda school district in Suruga-ku, Shizuoka city We developed a participatory regional disaster prevention education and activity program by planning and implementing a symposium for supporting people with special needs, and established a support system by local residents through its practice.

Academic Significance and Societal Importance of the Research Achievements |
災害時の要配慮者支援は地域防災の重要課題と言われているにもかかわらず、自然災害の直接死や災害関連死にも要配慮者が圧倒的に多い。大規模災害時は「公助」に大きな制限があり、要配慮者は障害や介護などのため「自助」にも制約が大きく、身近な住民による「共助」による支援が欠かせないが、地域での実践的な取り組みはとんど進んでいない。 住民が主体的に地域の要配慮者への支援や配慮について体験的に学ぶことを目的とする宿泊型防災訓練の実施やその結果を検証する要配慮者支援シンポジウムの開催を通して、地域での支え合い支援体制づくりを促進するため、参加型の地域防災教育・活動プログラムを開発した。
