Research Abstract

This research has been carried out as follows :
1. In order to get the whole picture of the Agency, 35 key documents were carefully selected, edited and printed in the second part of this research paper. This collection comprises confidential reports which were secretly delivered to the Executive Committee of the Comintern in Moscow by the members of the Agency, above all, its chairman, Sen Katayama who had moved from New York to Mexico since the end of March 1921, as well as some statements, letters, etc. which were sent to the comrades in North and South America.
2. Although the original purpose of this research was to start an investigation into the actual activities of the Agency and to explain the process of the Comintern's decision to dissolve the Agency, those documents and related materials of which I could make a thorough study have enabled to pursue further research : I have been able to get in the general an entire picture of the Agency's activities except for those in Canada and South America. The first part of this paper contains the research results.
Through this basic research I have grasped the problems on the Agency as follows : (1) The confusion could not be prevented due to the fact that the Comintern had two chains of instructions. (2) Both American Communist parties did not accept the authority of the Agency. On the contrary, they only counted on its funding abilities. In addition, financial troubles were never stopped inside and outside Agency. (3) Although the Agency was exceptionally authorized as one of the foreign bureaus by the Comintern, its authority was still restrictive and ambiguous, which later became controversial and finally caused the one-sided order from the Comintern to dissolve the Agency in order to clear up this confusion.
