Research Abstract |
The Amami-islands and Okinawa had been separated from mainland Japan, and governed by United States. After that, administrative power over Amami was returned to Japan at December 1953. And Okinawa followed it at 1972. Japanese government enacted special law for Amami. And planed 5-years development projects to raise per capita income of Amami to the level of Japan at 1935. Because of several difficulties the projects couldn't be completed in 5-years, it was reformed to 10-years projects, and successfully finished 1963. The standard of living of Amami was exceedingly improved by concentrated construction of infrastructure. And the object, that was to push up the per capita income of Amami to the level of the mainland at 1935, was achieved. But when Amami arrived at the goal in 1963, they found that Japanese economy advanced far ahead by high economic growth rate, the relative poverty of Amami couldn't be dissolved. to make Amami's economic condition step up to the level of mainland of Kagoshima. Though Japanese economy was striving for industrialization just in the high economic growth period, the new projects chose agriculture, especially sugar, as a strategic industry, and invested huge funds to this field. Achieving economic high growth rate by improvement trade gradually forced Japanese government to adopt free trade system, but it hardened the competition between foreign and domestic agricultural products. Finally domestic sugar industry fallen into situation that it could only survive by strong protection system. At the end of new projects, growth rate of per capita income of Amami was almost equivalent to the average of Japan. But the population outflow from the Islands was one of main factors of per capita high growth rate. We can say that Amami resulted in acceptation of depopulation as a cost for per capita high income.
