Research Abstract |
Our research "A Study of 'Safe Society' and The Media's Role to Promote 'Safety' has found the following characteristics of the Japanese media at present and proposed ten points for the media to make better contribution toward safer society. 1.The development of science and technology tends to be against the rhythm based on natural and biological mechanism but contemporary media do not tell on this and are liable to be for the development of science and technology in the too simple way. 2.The media do not succeed in explaining logically and reasonably the causes and results of the things which are happening in the world and such ways of reporting accelerate the social anxiety of the people. 3.Japanese media are reporting only serious and cruel incidents such as traffic accidents and murders in the sensational way, which gives to the audience the impression that Japanese society has become by far more dangerous than ever, but this is statistically not true. 4.The Standards of Broadcasting P

rograms prohibit the expression which might cause misunderstanding of the audience, and it is the duty for broadcasters to observe the rules but they are acting as if there were not such regulations to get higher rating. 5.It is no doubt that public sectors should be prepared for the coming expected danger such as the case of computer Y-2000 problem, but to utilize such a case for the strengthening the survey system upon the people and the checking the security system of the private sectors, and to our regret some media of Japan at that time cooperated the campaign organized by the governmental authority in this direction. 6.Above mentioned items refer to the defects of the social information given by the media but our research suggests that governmental and police authorities might welcome the style of such media reports. The reason for this is that as more dangerous the society becomes the more people want to depend on the state authority, and then they get better position in the election compared to that of the opposition parties. In addition business circles especially in the field of insurances welcome such information environments to get bigger profits for themselves. 7.Then our research group proposed ten items for the media to report the truth on what are happening in our society and give correct understandings of the society and promote safety feeling in our public life in the true sense.
