| Outline of Final Research Achievements |
As a part of 'Deregulation' policy introduced in Japan at the beginning of 21st Century, quantity control upon initial teacher education providers has been abolished from FY 2005.This study aims to consider on the effects caused by the 'Deregulation' from four major perspectives - (1) policy makers, (2) new providers (private universities) of initial teacher education after 2005, (3) effects upon primary schools in Japan after 2005, and (4) comparison with worldwide trend of Neo-liberalism.
Major findings are as follows. The 'Deregulation' policy can be recognized as an extension of 'Open System' of initial teacher education in Japan while not a less conflict has been occurred among primary schools.

| Academic Significance and Societal Importance of the Research Achievements |
本研究は、21世紀初頭の日本で採られた規制緩和策に関して、その教育分野における成果を主に教員養成の観点から実証的に研究したものとしては、類例の少ないものである。特に、政策面と実態面の双方から構造的に分析したことで、この政策の孕む課題が具体的に解き明かされている。
戦後改革期以来の日本における「開放制」の原則が、規制緩和を大胆に推し進める中で変質し、学識ある専門職としての教員の養成にとって弊害ともなり得ることを本研究が明らかにしたことは、今後の「大学における教員養成」（特に小学校教員）のありようを考えていく上で一定の意義を持つ。
