| Research Abstract |
In recent years, minority policies of developing countries have become standardized on the whole. However, each state has its proper history and socio-cultural milieu different enough from others, which make different the impacts of policies on each minority group. This study was carried out among urban dwelling minority groups,such as ethnic minorities, disabled people, and people in poverty, in Chile, Panama, and Brazil. Policies which had implemented coercive and exclusive measures have left much negative influence on the minority groups involved, especially on slum dwelling poor. However, some groups have strengthened their collective political power through taking opportunities provided by them. For these minorities the existence of a group of identification larger than a family has played a decisive role, providing them of a social space wherein they organize themselves and take the initiative.
