Research Abstract |
The objective of this project was to analyze the problem of "vested rights," and design an economic mechanism by means of which the problem may be solved economically, not by using the force of public administration. First, an economic model was constructed to demonstrate the nature of the problem. Second, a new mechanism was proposed for executing "forced acquisition" of a property with vested rights so as not to decrease the welfare of the owner of the property. The central concept is to have an owner reveal the supply price of the property and to impose a property holding fee to be determined on the declared supply price. This system was applied, in this project, to (1) radiowave spectrum and (2) land ownership.
