| Outline of Final Research Achievements |
This study edited, reprented and published the previously unpublished diary of Yahachi Kawai, who became the secretary, the member, and eventually the chairman of the House of Peers/Councillors in the Meiji and Taisho eras. It also discovered, reprented and analysed the related materials of Kawai and related persons in and around the parliament and revealed the importance of the activities of the members of the House of Peers, the political groups, and the chairman and the secretariat of the parliament. It particularly focused, among others, on the working of a political group called 'Ryokufukai' in the House of Councillors, which gave an insight on the working of the bicameral parliamentary system of Japan at that time.

| Academic Significance and Societal Importance of the Research Achievements |
本研究によって、河井弥八日記の翻刻や刊行、分析研究が進められたことは、帝国議会貴族院や戦後の参議院の重要史料について、一般研究者の利用が容易になり、従来衆議院に比して研究が進んでいなかった貴族院や参議院という「第二院」の研究基盤を整備したという意義がある。
また、本研究グループは、関連史料の紹介、公開にも努め、その研究結果を示し、歴史的に貴族院や参議院が果たした役割を明らかにした。このことは、我が国の「二院制議会」研究において、今日的課題である参議院の制度や役割を再検討するための研究基盤を提供した点でも意義を有するものと思われる。
