| Outline of Final Research Achievements |
1.Background of study:In Japan,standards policy in teacher education ( 'Kouin-Ikusei Shiyhou')was introduced,but each standards and members of 'Ikusei Kyougikai'were different among each local goverment.2.Purpose of study: to find out the adequate framework of the system of quality contro of teachrs and administrators based on standards.3.Method of study:Comparative study between U.S.and Japan.4.production of study:we found the many differeces of
the governance on standards and the relationship between standards and other teacher polycies in Japan and U.S..These findings help us to reform the framework of standarsd policy in japan.

| Academic Significance and Societal Importance of the Research Achievements |
カリフォルニア州における教員スタンダードは教員の養成・免許・研修・評価等と結び付けらていたが、そのガバナンスは、専門職的自律性と民主性という特色を持っていた。すなわち、その作成には、公・私立大学、学区、州、教員団体等、多様な関係者の「参加」が保障され、また、その管理は、現場教師が多数を占める免許委員会が行っていた。他方、我が国では、育成協議会のメンバーの多様性は限定的であり、設置後の活動が不活発な自治体が見られた。また、指標は主に研修計画の基礎として利用されていた。スタンダードは一種の「強制」であり、これを様々な教師政策の基礎とするためには、ガバナンスの改革が前提であることが明かになった。
