| Outline of Final Research Achievements |
The purpose of this study was to examine a set of evaluation approaches where traditional evidence-based approaches (EBAs) were not applicable due mainly to the technical and ethical difficulties associating with EBAs. Accordingly,this study adopted best-practice approaches (BPAs) for the purpose of complementing and integrating issues/problems originating from EBA. Theories and methods of EBA, most notably those of experimental and quasi-experimental studies, were kept develping to improve the scientific quality of evaluation studies; yet, theoretical orientations and methodological issues relating to BPAs were to further develop so that the use of BPAs to program evaluation could have been justified.This study sought to develop methods to find a set of best-practice human service programs and monitor processes and outcomes of those programs via benchmarking procedures, which were then transformed into a series of targed programs that were seeking to imorove their effectiveness.

| Academic Significance and Societal Importance of the Research Achievements |
社会科学はもとよりあらゆる領域においてエビデンスに基づく実践の重要性が指摘されている。これは社会サービスや教育プログラムをいわゆる経験や勘そして気合・気分・度胸（だけ）ではなく，エビデンス（データ）を活用して設計・運営・評価する流れと連動するものである。しかし評価対象の無作為抽出・配置といった技術面・倫理面における困難に代表されるように，科学的なエビデンスの収集・評価には様々なハードルが存在する。このようななか，対人・コミュニティ援助などにおいて優れた実践（ベストプラクティス）に焦点を当て，それを基準としたプログラムの評価研究および実践の質向上を行うことは，次善策としての価値・意義がある。
