Research Abstract |
The purpose of this research is to examine agricultural emigration policy in postwar Japan. The findings of the research are as follows: 1)There was a fundamental difference of the status of agricultural emigration between two ministries. The Ministry of Foreign Affairs had consistently treated emigration as a part of diplomatic policy. The Ministry of Agriculture and Forestry, on the other hand, regarded this project as domestic agricultural policy. Due to a lack of coordination, it required long time to make compromises. 2)The author proposes that what is needed in Japan's postwar emigration policy studies is to explore the dynamics among the interested organizations, and 3)that it is necessary to take agricultural emigration into account in Japan's agricultural policy studies.
