Outline of Research at the Start

本研究は、アメリカ合衆国アラスカ州で進行する金鉱開発のステークホルダーたちが思い描く「持続可能な社会」に向けた様々な取り組みを、民族誌学的資料に基づき検討する。同地域における金鉱開発は、雇用先の創出、小規模ビジネスの拡大など地域経済を活性化させる起爆剤として位置付けられる一方で、地域住民が伝統的に実践してきた野生動物・魚類に負の影響を与える可能性を孕むものである。地域経済の発展と「生き方」としての狩猟漁労実践の持続は、いずれも地域住民の「生活の質」を維持する上で極めて重要と言われている。そこで、本研究では金鉱開発に直接的・間接的に関与するステークホルダーを対象とした人類学的研究を実施する。

Outline of Annual Research Achievements

本年度はアラスカ州南西部における金鉱開発への先住民会社の関与を検討するための文献資料の収集、地元住民の天然資源開発に関する意見の聞き取り調査を実施した。またこれらの研究活動に加えて、日本国内で開催された国際シンポジウムにおいて、本研究課題の成果を口頭発表した。さらに先住民と金鉱開発に関する論文を出版した。
海外調査において、生田は、アラスカ州ノームでは、米国北極研究委員会委員長Metcalf氏に研究成果を報告した。また国立公園局人類学者Ms. Nikki Braemらと現地調査を実施した。さらにアラスカ州在住の極北先住民研究者（Henry Huntington、Steven Jacobson、Jim Simon、Anna Godduhun）と面会し、金鉱開発の進捗状況および流域住民の動きについて意見交換した。アラスカ先住民（Lily Miller、Christopher Koonooka、Percy Avugiakなど）とも面談し、先住民政策の現状について、天然資源開発と先住民の主権をめぐる問題を中心に議論した。
他方、久保田はアンカレジにおいてAnchorage Museumにおけるアラスカ先住民の伝統生業に関する資料の閲覧、金鉱開発に関与するCalista Corporationを訪問した。チバックにおいては、伝統評議会、村先住民会社、村学校を訪問し、アラスカ州南西部における金鉱開発に関する住民の意見を中心とする聞き取り調査を行なった。フェアバンクスではアラスカ大学図書館において、先住民の金鉱開発への関与を可能とした先住民運動とその解決策に関する資料を収集した。
研究成果の発表については、生田と久保田が国際シンポジウムでそれぞれ研究成果の発表を行なった。また本研究成果の一部を学術論文として共著で出版した。そしてこの研究成果を書籍として出版する準備を始めた。
