航空会社間には利潤を増やそうという競争が存在する一方で、地方政府間には自地域への航空旅客者数を増やそうという競争が存在する可能性がある。このような競争が存在するなら各地方政府や地方政府が運営する各空港は航空会社に補助金を与え、自地域へのフライト数を増やそうとしたり、自地域への運賃を下げようとする競争をしている可能性がある。このような航空会社間の競争と地方政府間の競争の性質を分析し、
(1)これらの間の相互作用を明らかにする
(2)この状況が社会的に良いのかどうかを分析する
(3)この状況を良くするために必要な規制を研究する
(4)空港が民営化される影響を分析する
ことが本研究の概要である。

| Outline of Final Research Achievements |
This study analyzed the interaction of financial competition between local governments and oligopolistic competition between airlines. This study also investigated how the nature of the interaction is affected by who operates airports (i.e., a central government, local governments, or private companies). The results showed that when the local government in each region manages the airport, it does not take into account the externalities to the other region, resulting in higher airport fees than when the central government manages both airports. In addition, the study also found that the privatization of the airports also resulted in higher airport fees. We also analyzed the desirability of taxes or subsidies on mobility under the situation with infectious diseases, and found that there are situations in which subsidies that encourage mobility are desirable.

| Academic Significance and Societal Importance of the Research Achievements |
地方財政と航空産業及び空港管理主体との間の戦略的な関係を分析した。特に空港管理主体の違いにより民間空港間や地方政府管理の空港間に生じる外部性を発見できたため、これらを考慮しなかった場合と比べ、より適切な政策を考えることが出来るようなる。また、期間内に生じた感染症の流行については本研究で作ったモデルを応用し分析できたため、特に地域間移動に関する最適な課税や補助金を分析出来た。
