| Outline of Research at the Start |
本研究は、日本人が生涯にわたって学び直す社会を構築するためには、何が不足しているのかを追求するものである。言い換えれば、先進諸国の中で大学における社会人学生比率が最も低いのは何故かを分析し、学び直しを促進するためには、どんな政策が必要なのかを提言することをめざしている。政府が様々な学び直し政策を打ち出しても、日本人の人生観、生活感、幸福感の中には、あえて学び直す必要はない、という「内向的」心情が流れており、それが、ダイナミックな人定転換を恐れる要因になっていると考えられる。そうした抑制要因を乗り越える政策とは何か、その点を本研究全体で明らかにしていきたい。

| Outline of Final Research Achievements |
Our research focus on the recurrent education policy which has been a pivotal government policy for the last decade. We re-examined this policy from substantial data acquired from questionnaire study on the spot of local small companies. Final findings were interesting. 1) Government policy is inclined to those who have high educational credential in the big city. On the other hand, locals who are working in small companies have different aspiration for recurrent education or re-leaning. 2) In comparison with people in UK in their attitude for job change, we Japanese are traditionally conservative. But reality is different. The attitude for job change is much decided by institutional incentive rather than traditional culture. From those findings, we can provide a policy implication on re-leaning policy. We conclude that once government offer out-reach recurrent program, new attitude toward job change as well as dynamic mobility in their life could be realized in not so far future.

| Academic Significance and Societal Importance of the Research Achievements |
本研究の学術的意義は、ひとつには、これまで生涯教育、学び直しという概念で分析されてきた教育言説を、その源流を1973年にOECDが提唱したリカレント教育概念にまでさかのぼることで、言説の変容構造を明らかにしたこと、さらに、それをもとに、現在の企業従業員の典型である地方の中小企業で働く人々がどのような学び直し意欲をもっているかを、様々な変数とクロスすることで浮き彫りにしたことである。本研究から得られた知見は、現在、政府が重点的に進めている学び直し、リスキリング政策に、ひとつの欠陥があることを指摘している点にある。すなわち、現在の政策が、大都市、高学歴者に都合の良い内容に偏っている点である。
