| Outline of Research at the Start |
これまでの環境政策研究では、持続可能な社会の実現に向けて既存の公共政策を大きく転換する必要性が論じられてきたが、その実現要因と政策過程についての研究は立ち遅れている。本研究では世界的にその数が増加しつつある環境再生のためのダム撤去に着目し、なぜ、多様な主体が関与し複雑な構造の流域ガバナンスにおいて、現状からの大規模な政策転換が生じたのか、新たに政策過程分析の視座を導入し（1）比較事例研究による政策過程の詳細な分析と（2）俯瞰的な計量分析という2つの異なるアプローチによって解明する。その際、新たな分析フレームワークや手法を導入することで、今後の環境政策・ガバナンス研究の発展に寄与する。

| Outline of Final Research Achievements |
This study focused on dam removal as an approach to watershed restoration and aimed to identify the factors enabling policy change toward environmental restoration. To achieve this, the research integrated in-depth qualitative case studies, quantitative analysis, and the development of analytical concepts and methodologies. As a result, the case study on the removal of the Arase Dam employed the Advocacy Coalition Framework (ACF) to elucidate the policy change process. In response to constraints on fieldwork caused by the COVID-19 pandemic, a web-based survey was conducted as an alternative, allowing for the collection of time-series data on public acceptance of the policy change. Additionally, a review of ACF-related studies in Japan and a methodological refinement of the framework were conducted, resulting in the publication of related academic articles.

この研究では、主にアドボカシー連合フレームワークという、複雑な政策過程を記述・分析するための世界的に共通した枠組みによって、荒瀬ダム撤去に至る政策過程の分析を行い、タイミングや法的権限の所在が大きな影響を与えていたことを明らかにした。複雑な環境問題をめぐる政策過程を分析するフレームワークや手法を発展させることができ、ダム撤去に限らず、様々な領域での政策転換をより整理された形で理解するために活用することが期待できる。
