アジア太平洋戦争末期に設置された2つの九州統括機関を調査し、戦時期の地方内政・軍政の構想と実態を明らかにする。具体的には、内務省の九州地方行政協議会・九州地方総監府（昭和20年６月改組）と、陸軍の西部軍管区・第十六方面軍司令部（事実上同一）を取り上げ、両機関に関する公文書の悉皆調査や関連施設の調査を実施する。これにより、両機関の設置改編の経緯、両機関に政府が期待した機能、両機関の実態を解明し、戦時期における地方内政・軍政の構想と実態を明らかにする。

| Outline of Final Research Achievements |
The purpose of this study was to clarify the concept and reality of wartime local domestic affairs and military administration through the actual status of the Kyushu Control Organization established during the Asia-Pacific War. Specifically, the Kyushu Council of Local Administration and the Kyushu Local Superintendent General, which are responsible for domestic affairs, and Western Military District as well as the 16th Area Army Headquarters of the Army were investigated through official documents, newspaper articles, records of related personnel, and war remains. As a result, it was revealed that there were plans to set up the Kyushu Control Organization not only in the center but also in local areas, that it exercised leadership during emergencies such as the Nagasaki atomic bombing and the end of the war, and that in Fukuoka Prefecture, where it was established, it was discussed in connection with the ancient Dazaifu.

| Academic Significance and Societal Importance of the Research Achievements |
地方行政協議会・地方総監府という内政の地方統括機関は、中央政府の制度設計に関しては複数の先行研究があるものの、実際に設置された地方での実態に迫った研究は乏しかった。また陸軍の軍管区・方面軍司令部も軍政の地方統括機関として構想されたが、協議会・総監府と一元的に論じるものは少なかった。
本研究では、近代日本における唯一の道州制ともいえる戦時中の地方統括機関について、内政と軍政の双方の視点から解明し、中央の構想に対して地方が如何に対応し、その限界がどのように現れたのかを明らかにした。また九州統括機関と地元福岡との関係や、戦後の九州に与えた影響についても提示した。
