Outline of Research at the Start

本研究では、日本、独国、米国のカリフォルニア州における「再エネ由来水素の製造・利活用」の促進に向けたイノベーションに着目して、サステナビリティ転換、エネルギー政策、環境社会学、政治学を含めた定性的・定量的な方法論を融合させ、国外の経験の検討を入れることによってこれまでので研究を展開させていく。結果として、水素の製造・利活用によって再エネの導入拡大の加速化を目指す上で、日本へのより有効な政策的提言が可能となり、持続可能な社会を推進できる。そこで本研究では、日・独・米における再エネ由来水素の製造・利活用の普及推進を図った政策・制度設計・ビジネスモデルを含めたイノベーションに関して国際比較を行う。

Outline of Final Research Achievements

This study conducted a comparison of the policies used to promote the production, diffusion and use of hydrogen in three countries (Japan, United States (California) and Germany) as well as barriers impeding market growth. The study covered the use of renewable hydrogen in transport and the production and diffusion of fuel-cell passenger vehicles. It adopted a mixed methods approach, combining data from interviews and document analysis. The study produced three detailed case studies on the hydrogen market for each country from the perspective of vehicle production, utilization/demand, infrastructure and hydrogen production, and cross-cutting institutional issues. The study found that all market growth in all three countries is slower than expectations due to high costs and a small number of actors in the market. Production of renewable hydrogen in each country is limited and suffering from high costs due to low economies of scale.

Academic Significance and Societal Importance of the Research Achievements

本研究では、公共政策、トランジション研究、交通学、経済学などの分野からの理論を統合的に活用し、独自性の高い形で比較分析を行った。再生可能エネルギー由来の水素の製造および燃料電池自動車の普及拡大を妨げる要因を明らかにし、共通の課題を抽出できた。その結果、日本、ドイツ、カリフォルニア州における市場拡大を推進するに当たって必要とされる打開策を提言し、学術論文投稿、学会発表、業界と一般向けの講演会、公共政策の提言など行なうにより、幅広く社会へ研究成果の発信と活用を行った。なお、学術への貢献としては、次世代自動車技術の社会技術的システムの発展とそれを阻害する諸要因を解明するための分析的枠組を展開できた。
