本研究「里親支援ソーシャルワークの構成要素に関する研究：スコットランドの実践からの考察」は、里親不調という里親のバーンアウトによる委託解除や「子どもの里親家庭間でのたらい回し（foster-care-drift）」を防ぐために有効な里親支援ソーシャルワークの構成要素について明らかにすることを目的とする。里親やソーシャルワーカー研修の研究・開発が進んでいるスコットランドの研究者や実践者との共同研究によって、より質の高い里親支援ソーシャルワークのモデルの構築を本申請課題では目指す。

| Outline of Final Research Achievements |
Social care in Japan has begun to reform from a focus on institutional care to a focus on family care such as foster care. Therefore, a research study was conducted to clarify the 'components of foster care social work' in Scotland, UK, where the rate of foster care commissioning is higher than in Japan and residential care also plays a certain role. The results of interviews with foster social workers and foster carers revealed the harmful effects and various practical conflicts that changes in placements beyond the local authority and too frequent changes in placements have on children while adhering to and practising the principle that 'children need their own home'. Based on the research findings, I will continue to examine the future direction of reform of social care in Japan.

| Academic Significance and Societal Importance of the Research Achievements |
スコットランドでは10歳未満の子どもは原則施設ではなく里親に措置することとなっているため、自治体内だけで里親をマッチングするのは困難であるため全国規模で措置が展開されている。そのため、子どもにとっての「地元への愛着」はしばしば軽視されるとともに度重なる措置変更で子どもの心身の状況が悪化している現状が明らかになった。また、里親リクルートや登録前研修は日本よりもずっと厳しいが厳しさの質の違いもうかがえた。例えば、虐待やトラウマに関する専門知識よりも、誕生日などに子どもに愛情をどう伝えるかという「生活の中で愛情を伝える姿勢」に関する事前調査や研修が重視されていた。
