Research Abstract |
The Long-Term Care Insurance Act was revised in 2005 in order to establish basic living conditions that the elderly could be self-sufficient in communities. We focused Small-scale Multi-function Care Services or SMCS, one type for the community-based care services or CCS and researched several municipalities in Okinawa. We have examined several types of care in SMCS empirically and clarified three essential functions of SMCS : 1) empowerment of users, 2) provision of family support, and 3) community building in order to enhance the dignity of the elderly. The municipal governments have the authority to designate CCS. Thus, it is crucial for each municipality to devise a plan or policy for CCS.
