本研究は「都市計画マスタープラン策定支援事業の実効性はいかにして高め得るか？」という問いの下、開発途上国において日本が実施した都市計画マスタープラン策定支援事業の過程を分析し、その実効性を高める条件を実証的かつ俯瞰的に明らかにするものであり、ひいては日本の都市開発分野の国際協力のあり方を問う基礎的研究と位置付ける。
本研究では「都市計画マスタープラン策定支援事業の実効性は、都市条件、制度条件、支援条件によって異なる」という仮説を置き、アジア・アフリカ・ラテンアメリカ各地域の代表的な都市での事例調査を通じて実施する。また、開発コンサルタントやJICA等からの実務家の皆様より助言を頂く。

| Outline of Final Research Achievements |
Japan has placed emphasis on international cooperation in urban development, particularly through support for the formulation of urban master plans. This study explores the question: How can the effectiveness of urban master plan formulation support projects be enhanced? Focusing on cases in developing countries, the study analyzes how these projects have evolved. It classifies trends related to target cities’ population size, area, and spatial structure, distinguishing between monocentric and polycentric forms, and examines functional node types such as residential, commercial, and industrial. Furthermore, it reviews institutional reforms in urban planning systems since the 2000s, considering how these changes affect project effectiveness. Through this analysis, the study contributes to a more systematic understanding of the spatial and institutional conditions necessary to improve the effectiveness of Japan’s international urban planning cooperation.

本研究は、これまで蓄積の浅い日本の都市開発分野の国際協力のあり方を問う基礎的研究と位置付けられるものであり、都市計画分野に基軸を置きつつも国際協力分野にもまたがる分野横断性において学術的独自性を有し、その研究成果は分野横断的知見を与えるという点において学術的創造性を有する。また、研究者のみならず実務家の参加も見られる国内外の学会や各種セミナー等において研究成果を発表することによって、国内外に広く研究成果を発信・フィードバックを得て、研究成果を通じた社会貢献を図ることに努めた。
