| Outline of Research at the Start |
景観行政団体の中でも先導的に景観計画を策定し、参考にできる事例が多い政令市・中核市の景観行政団体を対象とし、景観計画を実施するときの誘導手法を明らかにすることを目的とする。具体的には次の3点である。
1) 政令市・中核市の景観計画の誘導手法の運用実態と課題等を明らかにする。
2) 先進的都市の景観アドバイザー会議の指導の特徴を明らかにする。
3) 特徴的な景観誘導を行う都市における住民、学識者等の貢献内容を明らかにする。
景観計画の誘導手法は自治体によって様々であり、計画を実施するときの誘導手法として
の運用実態の全国的な傾向を統計的に解明することにより、都市景観分野の発展に寄与する。

| Outline of Final Research Achievements |
The purpose of this study is to clarify the nationwide trends and issues in the actual operation of landscape guidance methods when implementing landscape plans, and their effects on urban landscape formation. Questionnaires and interviews were conducted with ordinance-designated cities and core cities, and the results showed that (1) there is a gap in perception of qualitative standards between local governments and private companies, (2) although there are systems to dispatch landscape advisors to businesses and consultation services, many local governments are not aware that these (3) In order to make it easier for companies to engage in landscape development, it is necessary to inform companies of the philosophy and significance of landscape, clarify landscape characteristics and target landscape images, and establish a two-step system for prior consultation.

| Academic Significance and Societal Importance of the Research Achievements |
都市を形成するうえで重要な景観計画を持たない自治体は未だ多いことから、すでに景観計画を策定し運用している政令市及び中核市を対象として、景観計画を実施するときの景観誘導手法の運用実態の全国的傾向と課題、都市の景観形成に与える効果を明らかにすることを目的とする。63自治体へのアンケート、企業へのヒアリングを実施し、自治体と民間企業との間で定性的基準に関する認識のずれが生じていること等を示し、企業が景観形成に取り組みやすくするために、景観の理念・意義の企業への周知、景観特性、景観目標像の明確化、事前協議の2段階制度の必要性などを明らかにしており、景観計画を運用し誘導するための有益な知見を得ている。
