| Outline of Research at the Start |
持続的な酪農経営の発展には，後継者の養成と併せて新規参入経営の創出が重要な課題となっている。農林水産省は生乳生産基盤の強化のために，新規就農者の確保と担い手の育成に重点を置き，地域の関係機関が情報を集約し実践的な取組みを推進しているが，この取り組みは地域によって対応・対策が大きく異なる。さらに，就農者のおよそ半数が経営を中止しているのが現状であり，あらゆる視点から新規参入方法を検討する必要がある。
本研究の目的は，研修牧場制度の実証的分析と優良事例を踏まえて，新規参入を支援する協議会の設置および都府県型研修牧場の創設により，都府県における酪農新規参入へのアプローチと支援体制を構築する。

| Outline of Final Research Achievements |
Research was conducted on the theme of promoting new farming and new entrants to the dairy farming management. Due to high farmland prices and farmers staying in villages, new farmers are not making progress.
Therefore, we worked with dairy-related organizations to analyze the success factors for new entrants. The results were presented to the project promoters and submitted to research papers and related journals. During the research period, the global situation deteriorated due to the spread of new coronavirus infections and Russia's invasion of Ukraine, which put a halt to new entries, but we look forward to future developments based on the results of our research.

| Academic Significance and Societal Importance of the Research Achievements |
これ以上の酪農家減少は、我が国の牛乳・乳製品供給において大きな影響を与える。低収益の経営の更新は必要不可欠であり、今後の酪農経営の展開において、収益性の高い堅固な経営を創出するためにも新規参入は得策となる。この研究で提示した方策は、食料・農業・農村基本計画が示す農業の持続的な発展のための将来構想の一つであろう。離農農家と新規参入を志す後継者とのマッチングシステムや、関連機関の支援による経営安定により、我が国の酪農を維持することができると確信している。持続的な生乳生産と自給率向上を願ってやまない。
