| Outline of Research at the Start |
本研究の背景には、①災害後の地域住民の健康と生活を守り、保健師の疲弊を軽減するために、マンパワーとして支援の保健師を受け入れ、活用するための準備が必要であること、②被災地での支援の保健師受け入れで課題が明らかとなってきていること、③受援のガイドラインが示され、受援を組織に位置づける必要があること、④受援計画策定が進んでいないこと、がある。
このことから、被災地での保健師の受援状況を明らかにし、受援計画のモデル案を作成する。そして行政保健師と共に自治体の特性に合致した受援計画を策定し、その策定プロセスをアクションリサーチの手法を用いて明確化し、受援計画策定のガイドラインを示すことにある。

| Outline of Final Research Achievements |
We developed and validated a draft guideline for public health nurse assistance acceptance. The guideline comprises five sections: objectives and positioning, system establishment, plan structure (including support request criteria, recipients, tasks, and orientation), information sharing, and preparation for formulation. Through interviews with public health nurses, ten key opinions were gathered, with the objectives and positioning generally approved. However, the need for further consideration and supplementary materials (detailed documents or separate manuals) became clear regarding expanding the scope of the overall receiving support manager, clarifying task assignments for departmental staff, concretizing disaster scenarios, specifying support request criteria, developing ward-level manuals, creating separate orientation materials, strengthening information sharing and handover processes, considering support for routine operations, and addressing regional characteristics.

本研究は、大規模災害時の保健師受援計画ガイドライン案を策定し、現場保健師の意見を収集した点で学術的意義を持つ。受援統括責任者の役割拡大や業務明確化、災害想定具体化に関しては、実践に基づいた理論構築に貢献する。社会的意義は、災害時の保健師マンパワー不足と疲弊軽減に資する実用的なツールを提供することで、自治体の受援体制構築を促進する点にある。これにより、災害時でも地域住民への保健サービスを迅速かつ継続的に提供できる体制が強化される。また、区レベルでのマニュアル化の必要性や地域特性への配慮といった意見は、各自治体が実情に即した受援計画を策定するための具体的な方向性を示し、効果的な災害対応に繋がる。
