| Outline of Research at the Start |
臨床看護師が効果・効率的に災害看護を学ぶための，学習コンテンツと到達目標の設定を含む学習方略を示すことを目的とし，国際看護師協会ICNとWHOが2006年に発表した『ICN Framework of Disaster Nursing Competencies』とそのVer.2へ，近年の実践された災害看護を分類し，災害の種類，場所と場面，役職または役割別の災害看護コンピテンシーを明らかにすると共に日常看護と紐づくコンピテンシーも同定する。それらを合わせた学習コンテンツ，eポートフォリオ，および評価指標（ルーブリック）を開発，検証する。

| Outline of Final Research Achievements |
Based on the “ICN Core Competencies in Disaster Nursing Ver. 2.0,” we identified the competencies required of clinical nurses during the initial phase of disaster response and developed a support system using these competencies as learning objectives, enabling learners to evaluate their achievement levels and to promote continuous, self-directed learning. This study demonstrated the potential for dissemination and practical application of the “ICN Core Competencies in Disaster Nursing Ver. 2.0.” Its academic significance lies in applying instructional design and educational technology theories to the nursing field, resulting in an online system that supports learners’ self-assessment and ongoing learning.
Furthermore, using data from nurses who actually responded to the COVID-19 pandemic, this study analyzed and verified competencies related to pandemic response, which holds considerable social value.

| Academic Significance and Societal Importance of the Research Achievements |
災害看護における初動対応能力の明確化と体系化を通じて，ICNの国際的なコンピテンシーフレームに準拠した日本型災害看護教育の方向性を示した点で学術的意義を持つ。また，教育工学や教授システム学の理論を災害看護教育に応用した点は，看護学と教育学の学際的融合の一例として注目される。さらに，COVID-19という未曽有の感染症災害において，従来の地震や風水害と異なる災害への看護師の対応を検証できた点は，今後の災害対策の包括性に寄与するものである。
