本研究では、特には東日本大震災以降、わが国の主要政策課題となった電力システム改革の帰趨を念頭に、エネルギーの分散型システムへの移行の可否および規定要因に関する分析を行う。具体的には、近年急速な深化を見る「サステナビリティ・トランジション論」に依拠しつつ、低炭素やレジリエンスといったサステナビリティの要請にもかなうとされる「地域オフグリッド」の社会実装の如何を、事例研究の手法により実証的に考察する。

| Outline of Final Research Achievements |
This study advances the empirical validity and applicability of the Multi-Level Perspective (MLP) as a foundational theoretical framework in sustainability transition research. It introduces a "spatially-sensitive MLP," which explicitly models (1) the emergence and incubation of small-scale innovative novelties (with much uncertainty) at the niche level within geographically defined local contexts and (2) the subsequent dynamics that unfold along multiple pathways as these innovations scale up toward holistic systemic transformation at the regime level. By refining the analytical approach, this framework facilitates a more precise empirical investigation into the intricate, ambivalent, and co-evolutionary relationships and interactions between context-dependent regional developments and subsequent cross-regional, decontextualized advancements.

| Academic Significance and Societal Importance of the Research Achievements |
持続可能な社会経済への移行・トランジションに不可欠となるシステム・イノベーションの可否要因の分析・解明を企図したサステナビリティ・トランジション論の理論面の精緻化に貢献した。具体的には、不可避的にスモール・スケールで高い不確実性を伴い創発するイノベイティブな試みが、当該の地理的区画に依存して作用する文脈にいかなる影響を受けつつ揺籃されるのか、かつ、それ以降の複数経路において社会的定着を果たす際に必須となるより広範にわたるアップスケール化がいかにして可能・不可能となるのか、の2点をモデル化することで、既存理論（MLP）を独自に発展させ、批判されてきた実証的適用可能性の欠如という問題点を改善した。
