本研究では、日本における代議制の導入期にあたる19世紀終盤、首都かつ大都市である東京の代議機関（東京府会・東京市会）をめぐる社会的な威信や不信が、いかなる特徴をそなえつつ形成されたのかを考察する。考察にあたって重視するのは、政党・メディア・住民団体・商工業団体など、いずれも形成途上にある諸政治装置・集団間の相互関係であり、とりわけ首都改造 （市区改正）事業をめぐるこれらの主体の動向に焦点をあわせる。

| Outline of Final Research Achievements |
This project analyzes the political landscape of Tokyo, focusing on the city's local assembly in the late 19th century. It highlights the impact of the abolition of the caste system and the introduction of parliamentary government starting in the 1870s, which brought about a significant reorganization of the political order. The project also examines the impact of the industrial revolution in the 1890s, which intensified the enthusiasm for infrastructure development and introduced a new set of economic demands to the political arena.Based on the examination mentioned above, it investigates the historical nature of the entry of a political party into the assembly and the resistance it encountered.

| Academic Significance and Societal Importance of the Research Achievements |
本研究は、第一に首都改造をめぐる国政レベルの政治過程分析と「地域」「地方」としての東京の政治構造分析が、第二に日清戦争前と日清戦争後の東京の政治をめぐる検討が分断されがちであった研究状況に対して、「研究成果の概要」で上述した視角に立つ実証的分析によって、包括的な東京の議会像をその始動期について提供するものである。現在の東京にも受け継がれた首都かつ大都市としての性格をふまえて、同地の議会の始点を検討した本研究は、日本の首都、都市、または地方における、議会政治や政党政治の歴史的性格についての理解を深めることに資するだろう。
