| Outline of Research at the Start |
①気候変動対策として、再生可能エネルギーを推進していく場合に、事業者と開発地の先行権利者との間で生じる議論を取り上げ、検証する。②気候変動に伴う防災の観点からの 土地利用計画の見直しと、実際に、住民の住居移転を促進する政策がとられた場面で、いかなる補償のあり方が考案され、具体的に適用されているのか検証する。③気候変動に伴う自然災害の増加に起因して、企業がさらなる被害の拡大を招く場合に、損害の算定にあたって、どのような考慮が働くのか検証する。④最後に、アメリカ合衆国における公共信託理論の適用領域と、この理論の果たす現代的意義について、再検証を行う。

| Outline of Final Research Achievements |
This study focused on the legal policies and issues surrounding renewable energy being promoted in Japan to combat climate change. I wrote some articles and published book. In addition, I made some presentation at some research conferences about this topic and made some graduate school lectures and received constructive feedback. As a contribution to society, I also had the opportunity to give keynote speeches at parliamentary debates for high school students and book talks for working people, where we were able to have very meaningful exchanges of views.
I also had the opportunity to make presentations at international conferences, where we were able to follow up the situation about international discussions and share our awareness of the issues related to climate change measures.

| Academic Significance and Societal Importance of the Research Achievements |
日本では、現在、2カーボンニュートラルの実現に向け、様々な取り組みが行われている。特に、CO2削減目標の実現をはかるために、再生可能エネルギーを使用した発電施設の導入は必至である。
本研究において、洋上風力発電を取り巻く法政策と問題の状況を整理した論文を、法政研究27/139-49 （2023年）において、英語で執筆し、上梓した。また、拙稿『アメリカ環境法における環境法理』（ナカニシヤ出版・2023）において、論文を公表した。また、本著においては、幅広く、環境規制に関する理論上の問題を取り上げた。また、分野横断型の研究会や国際学会などにも参加し、様々な有益なフィードバックを得ることができた。
