本研究は、英国における給付金受給者の生活の可視化と社会的振り分けとの関係を検討し、当該社会における監視と排除の実態を明らかにしようとするものである。とりわけ病人や障害者に着目し、メディアによる生活の可視化を通して、彼らがその資格――誰が「本物の」病人や障害者で、誰が「偽物の」病人や障害者なのか――を社会的に評価され分類されるプロセスや条件について分析を行う。ある種の人々の排除がどのようにして生じ、また社会的に正当化されるのか、すなわち「合理的差別」というべき事態が、なぜ、どのようにして生じるのかを監視文化の観点から解明することを目指す。

| Outline of Final Research Achievements |
Through an analysis of television programs and newspaper articles concerning 'benefits scroungers,' as well as a review of literature on surveillance society and social exclusion, the following key findings have emerged: (1) Since around 2010, the target of the 'benefits scroungers' has expanded, accompanied by an intensification of their 'othering.' (2) In representative examples of so-called 'poverty porn,' benefits recipients are depicted either as behaving in ways deemed inappropriate for recipients or as contributing to their communities, thereby reinforcing a distinction between those 'deserving' and 'undeserving' of benefits. (3) The visualization of the daily 'lives' of benefits recipients enables comparison with the 'lives' of workers, and social sorting would take the form of 'rational discrimination' when contrasted with the lives of workers.

本研究の学術的意義は、社会的排除の状態にある人々が、たんに「給付金のたかり屋」として社会的に振り分けられるだけでなく、給付金に「値する人々」と「値しない人々」に振り分けられうることを示した点にある。本研究は英国のメディアを対象にしたが、生活保護受給者や障害者のふるまいがSNSやメディアを通じて度々批判される日本においても、「本当に困っている人」と「そうでない人」を振り分けようとする諸力が働いていることから、本研究の成果は、国内のメディアにおける給付金受給者の表象や、SNSでの反応を考えるうえで参照点となりうる。
