| Outline of Research at the Start |
我が国は4000以上の水系が存在する国土である．これらは河川法に則った管理が求められているが，地方自治体管理河川では，河川法の求める水準に見合ってておらず，被災が増加している．気候変動や人口減少といった一方で，住民が河川管理の一端を補強する場合も多く見られるが，どの程度その力が有効か実態は十分把握されていない．そこで本研究では管理の不足が著しい地方小河川の維持管理実態に関して調査・研究を行う．

| Outline of Final Research Achievements |
There are more than 4,000 water systems in Japan, which are required to be managed in accordance with the River Law. However, local governments have not been able to manage rivers to the standard required by the River Law due to the burden of managing the enormous number of river extensions and declining financial resources. In Japan, while both nature and society are changing due to population decline and climate change, many local residents are reinforcing river management through activities such as bank weeding, sediment removal, and environmental preservation, but the extent to which these efforts are effective is not fully understood. This study aims to (1) understand the actual situation of river management in small local rivers, (2) analyze the potential for citizen participation in small local rivers, and (3) propose river management measures for small local rivers.

| Academic Significance and Societal Importance of the Research Achievements |
人口減少に課題が抱える地域が増えている中で，地方小河川において河川管理がどのようになされているか，これまで明らかにされてこなかった．本研究は自治体管轄の小河川である準用河川や普通河川を主対象とし，課題や工夫点などを河川管理者へのヒアリングや現地の実態把握調査などによって明らかにした．本研究の成果はこれからの地方小河川の管理のあり方を考える上で重要な知見となることが期待される．
