| Research Abstract |
Focusing on the industry development policies in china, we investigated "high tech parks" in Xian(2009), Chengdu(2010), Chingtao/Wuhan(2011). We found that the regional economy has grown by the mix of innovations provided by local governments, NPO, Chinese private companies and Japanese companies. We named it multi-layered governance structure of regional economy.
