Research Abstract |
This study aims at delineating the impact of the alternation of government on the institutional change, in particular, that of welfare state, by analyzing the policy making process of 'workfare' within the Labour Party, a key term of the reform of the welfare state. Through examining the policy process of the Labour Party since 1994, it clarifies that the degree of the institutional change the party leaders intend to achieve depends largely on the structure of the party, namely, the power balance among sections of the party, support base of the leadership within the party, and the alignment of power within the parliamentary party.
