文科省は「地域との協働による高等学校教育改革推進事業」を開始して高校段階の地域学校協働を推進し、「地域とともにある学校づくり」と「学校を核とした地域づくり」を併せて実現することを企図している。
本研究は地域学校協働が高校教育改革と地域づくりの相乗効果を高める過程に焦点を当て、地域学校協働が近年高まる若者の地元定着やＵターンの傾向に対して果たす役割と地域社会の活性化に与える影響を考察し、地域の内発的協働に高校が参加することで地域生態系が変容する過程、および、そのことが高校の利用可能な地域資源を豊潤化する過程を明らかにする。

| Outline of Final Research Achievements |
This study examines high school revitalization reforms in Shimane Prefecture. The eight schools targeted by Shimane’s 2012 initiative faced declining enrollment and rising dropouts and absenteeism, yet initially emphasized career guidance similar to large urban schools.
Early reforms centered on extracurricular activities, career guidance, and specialized education. Over time, they leveraged small schools’ unique strengths and deep community ties. Problem-based inquiry learning was introduced, fostering student engagement with local challenges. After inquiry-based learning expanded to two credits, Local Problem Based Inquiry Learning took root, reinforcing a more integrated approach. Regional school collaboration then spread as a key method for sustaining and expanding these efforts.

| Academic Significance and Societal Importance of the Research Achievements |
日本社会では、産業主義から地域主義への転回が進んでいる。しかし、高校教育研究は長年にわたり、学歴主義や能力主義を通じて高校教育が日本社会の産業化に貢献する過程に焦点を当ててきた。本研究では、高校教育が地域社会へ果たす役割に着目し、生徒が地域に根ざした自己実現を遂げるための地域主義的教育研究を構築した。
また、地域課題解決型探究学習を考察し、違和感やズレを契機として内発的に学習を始めるプロセス、挑戦と失敗を通じて学ぶ方法について検討した。さらに、地域学校協働が単に地域による高校教育への支援にとどまらず、文部科学省が提唱する「学校を核とした地域づくり」が実際に展開されている状況を明らかにした。
