| Outline of Research at the Start |
本研究は、戦後体育行政の形成過程、具体的には①1958年の文部省体育局設置及び②1961年のスポーツ振興法の政策形成過程を歴史学の手法を用いて明らかにするものである。さらに、政策学の研究方法を補助的に応用し、政策形成に影響を与える要因である利益、制度、アイディアの観点から政策形成過程を分析しようとするものである。また、本研究は、多様な史資料を収集し、省庁内部における政策原案の作成段階を含めて、体育・スポーツ政策の政策形成過程を分析し、これまでの戦後体育・スポーツ政策史における歴史認識に新たな知見を加えようとするものとして研究史上の意義があると考える。

| Outline of Final Research Achievements |
This study clarifies how the administrative organization of physical education has been formed in postwar Japan. Specifically, this study focuses on the following changes in the central administrative organization that had jurisdiction over sports policy in postwar Japan. In other words, the abolition of the Physical Education Bureau of the Ministry of Education in 1949, the aborted plan to establish the Sports Bureau of the Ministry of Health and Welfare in 1955, and the reestablishment of the Physical Education Bureau of the Ministry of Education in 1958. This study analyzed why and how these events occurred, based on historical data.

| Academic Significance and Societal Importance of the Research Achievements |
ある政策がなぜ、どのように決定されたのかを明らかにすることは、政策決定を合理化し、より良い政策決定を目指すうえで重要な課題である。しかし、政策は、一般に省庁内部において原案が作成されるため、その過程は見えにくい。とくに、スポーツ政策研究においては、その過程が明らかにされてこなかった。他方、本研究では、歴史的な史資料を豊富に収集することによって、その過程を描くことに成功し、スポーツ政策の形成のあり様を一部ではあるが詳らかにし、スポーツ政策の形成に対する理解を深めることに貢献した。
