| Outline of Research at the Start |
本研究では、第二次世界大戦を未曽有の人災と捉え、そこでの町内会の働きをソーシャル・キャピタルの観点から捉え直し、そのポジティブとネガティブな二面性を明らかにする。ソーシャル・キャピタルの二面性を前提として、今後のわが国の自然災害・人災を問わず、災害時における人々の生活と生命を守る指針の一つとなることを目指す。
従来の研究史では、町内会は第二次大戦下、戦時国家体制を支えたとされた。仮に町内会がなければ、国民生活はより壊滅的でパニック状況に陥り、戦後の復興は遅れたであろう。
戦時下の町内会は、人々の生活と生命を守るために、地域の実情と特徴に合わせた創意工夫ある働きを行った。その全国的実態の解明を行う。

| Outline of Final Research Achievements |
Natural disasters and wars as catastrophes have very different causes, but the response measures are similar as a result. In addition, because of a comparative study of international natural disasters and the 9/11 terrorist attacks, there are important similarities in the process of reconstruction, reconstruction, and mitigation in terms of the role played by local communities, although the cultures and historical backgrounds of the affected areas are different.
The purpose of this study was to clarify the role that neighborhood associations, which are local communities, played in protecting people's lives and property under the unprecedented tragedy of World War II. It became clear that the neighborhood association, as a self-governing organization, tried to survive the war through experience and ingenuity through cooperation with the people in accordance with the characteristics of the region, while competing with the government.

| Academic Significance and Societal Importance of the Research Achievements |
歴史学では、第二次世界大戦下の町内会に対して否定的な評価がなされているが、町内会の実態に関する研究は進んでいない。一方、社会学では東日本大震災での町内会の働きをソーシャル・キャピタルとして評価する。本研究では、大戦下での町内会の働きをソーシャル・キャピタルから捉え直し、自然災害・「有事」に対する町内会の機能として、共通する重要な類似点を見出した。本研究の社会的意義は、今後のわが国の自然災害・「有事」を問わず、惨事に際し人々の生活と生命を守るために町内会がどのように働くべきか、どのようなことに留意すべきか、また行政とはどのように連携すべきかを、戦時下の事例を参考にする必要性を見出したことにある。
