In the Asian context, each society has local experiences and understanding about disaster risk management that may function well at the grassroots but may be a problem when responding to disasters for the growing numbers of foreign residents who lack local experience or understanding of disaster risk management. In general, societies experiencing rapid social change face the necessity of figuring out how to gather and share information and how to collectively decide on acceptable mechanisms for all the varied stakeholders in the society. Asian societies experiencing rapid social changes have much to teach about disaster risk management.
