Research Abstract |
This study examined Fujian's Taiwan policy in order to clarify the central-local relations and local governments' discretion in policy implementation. As for the Taiwan-related matter, the central government decides policies that are equally applied to each local government. In this context, Fujian Province, which emphasizes the major role in communication bases with the Taiwanese side, has recently activated cross-strait economic communications, some of which gained policy support from the central government. The study explored Fujian's commitments to China' Taiwan policy and clarified the following: the link between the Fujian-led cross-strait economic communications and the economic development of the province; differences between the plans and realities of the cross-strait projects at the local level and different approaches between the central and Fujian governments as well as within the province itself.
