| Outline of Research at the Start |
全国政治における政権交代の停滞を背景に、市政治は政党政治の最前線として各党が政策
を競う場に変容しつつある。一方で、長年首長優位が指摘されるように、市政治における抑
制と均衡は十分機能していない。本研究は、市長による専決処分を大統領制における単独行
動として捉え、いかなる要因が専決処分をもたらすのか、専決処分が有権者の政治参加にど
のように影響を与えるのかを定量・定性的に検証したい。それにより、大統領制における単
独行動が民主主義的な政策形成に与える影響を考察し、大統領制研究に貢献したい。

| Outline of Annual Research Achievements |
本年度は、制度や政治家の特徴がどのように大統領制の執政による単独行動を規定するのかについての研究を進め、1本の単著論文を出版した他、3本の論文を新たに投稿中とした。
まず、業績1は、政治体制の差がCOVID-19死者数の過小報告に与える影響を定量的に考察したものである。議会・行政学研究に基づき、議会による統制が死者数の報告をより正確にするという主張を行った上で実証した。この業績はPreventive Medicine Reportsに掲載された。また、業績2は、気候変動対策にかかる大統領の単独行動を比較政治の観点から論じたもの、4は州知事のバックグラウンドの単独行動への影響を分析したものである。

Reason
公刊論文を1本刊行した他、大統領制研究論文として2本の論文を現在投稿中であり、今後の公刊が期待される。
また、現在、その次の研究の中心となるデータを取得中であり、概ね順調に推移している。特に、専決処分のデータについて収集した他、各市議会のデータを収集した。現在、データを統合中であり、合わせて関連するデータを必要に応じて収集している最中である。

現在投稿中の2本の論文を公刊したい。その上で、データ取得を完了し、日本の市政府データを用いた大統領制研究論文の投稿、刊行を目指したい。
