本研究は、国内各地の地域史料（藩政史料等）を素材として、日本における「富国」論の政治的・社会的機能について、近世・近代を通して解明し、「富国強兵」論が社会に浸透するに至る過程と「富国安民」論が持った可能性について考察するものである。
上書・封事・建議といった、18世紀後半から19世紀半ばの幕末維新期までに諸藩・旧藩関係者等によって作成・提出された政治意見書等に着目し、近世を代表する政治改革を早期に行った熊本藩・米沢藩・秋田藩とその関係者を研究の主な素材とする。

| Outline of Final Research Achievements |
In this study, we have examined the process of establishment, penetration, and transformation of the theory of “National Wealth(Fukoku)” which advocated the economic enhancement of a nation, and its political and social functions in modern and early modern Japan. By collecting and analyzing political opinion documents mainly related to the Akita, Yonezawa, Ogaki, and Kumamoto domains, we have clarified the following several points.
①From around the latter half of the 18th century, the economic and distribution policies of the shogunate and domains began to be promoted based on the idea of “Fukoku”. ②In realpolitik, the politicians, merchants, and scholars used the word “Fukoku” to conceptualize reform politics and policies. ③The theory of “Fukoku Anmin” in the early modern period emphasized the stability of people's livelihood. ④In the 19th century, the theory of “Fukoku Kyouhei” which intended to strengthen international trade and military power, came to be seen.

| Academic Significance and Societal Importance of the Research Achievements |
18～19世紀の日本は西洋の衝撃に対応してどう近代へ移行したのか。2000年代～の近世史研究は、意識や観念の領域を一つの軸に、比較史的観点を伴って、日本の政治文化等を問うている。
本研究は、近代にかけて用いられた「富国」の語に着目し、従来関心を向けられなかった近世の「富国安民」論や「富国強兵」論の政治的・社会的機能を解明し、近世政治の中核的理念である仁政思想、幕府・諸藩等の改革政治、近代移行過程、これらに関する新たな分析視角を獲得して、事例の蓄積を進めた。ここに本研究の学術的意義が示されている。学校教科書等を通して私たちの歴史意識に影響力を持つ「富国」論の研究は、小さくない社会的意義を有する。
