We aim to learn about the power dynamics between the state - which criminalise drug use and enact biopower public health governance toward related health issues, particularly HIV/AIDS - and people who use drugs, whose efforts birth harm reduction activism and rights advocacy in Indonesia.

下水疫学では日本国内のマンホールから採水を行い、下水中の対象物質の存在確認試験を行った。８地点において採水し、前年度に検討した前処理・解析方法で実験をおこなった。その結果、パラキサンチンとカフェインは、すべての採水地点から20,000ng/mL、コチニンは500ng/mLを超えて検出された。トラマドールとメチルエフェドリンは100ng/mL、メタンフェタミンとゾルピデムは微量に検出された。一方、エチゾラム、フルニトラゼパム、ジアゼパム、ブロモバレリル尿素、THC-COOH、硫酸エチルはすべての採水地点から検出限界以下であった。
インドネシアの薬物使用者の運動については、ジャカルタに加え、バリ、バンドゥン、スラバヤ、マカッサルについてもHIV/AIDSパンデミック以降の運動とその運動の担い手の生活史に焦点を当てた情報収集を継続して実施している。特に、2006年は薬物使用者運動が、害いついて、エイズという健康問題から国家権力による暴力として捉え直しを行った時期として重要であることが明らかになった。このポスト・エイズの時代において、エイズのみに焦点化しているグローバル・ヘルス業界、そしてヘルス分野で躍進してきたNGOの共依存関係が生まれている。一方、専門家と当事者が権力関係を維持しつつ、法改正のアドボカシーを進める動きもある。

Reason
研究分担者が海外研修中であった１年間は、下水疫学研究を中断していたが、マンホールでの試行調査まで実施することができた。またインドネシアの社会運動に関する調査も調査地や対象個人・団体を拡大しつつ、多様性の一端を明らかにすることができた。

| Strategy for Future Research Activity |
下水疫学については、下水処理場での実施を今年度予定しており、さらにインドネシアでの調査に向けて許可取得などを進めていく。薬物使用者の運動については、公衆衛生政策と社会運動の間に起こる相互関係およびダイナミズムを理解することを目的に調査を継続する。
