感染症蔓延に伴う突然の生活変容など、都市を巡る状況が不確定な現代には、都市や地域の将来戦略（ビジョン）の中に、地域の動きや小さな戦術的事業の成果を即時的に採りこみ、変化に対応できる柔軟な都市デザインマネジメント手法が必要となる。本研究では、都市戦略及び都市戦術の動向と到達点、海外都市での即応戦略を踏まえた上で、都市戦略と戦術的都市づくりを往来しながら即時的に両者をアップデートできる「アジャイル（応答）型都市デザインマネジメント手法」の構築を目的とする。同時に、これを実行するシステムとして、多主体連携拠点「アーバンデザインセンター」の実装可能性を検証しつつ、手法のガイドライン化を図る。
