Outline of Final Research Achievements |
I analyzed the enforcement process of the administrative reform from efficiency. I confirmed that the concept efficiency is used in the internal law but not much used in the external law and a paradigm shift in the administrative law by the efficiency theory is partial. I analyzed the enforcement process of the decentralization from sustainability. I confirmed that local governments are leading regional development but there is risk of regional decline. We need consider new issues such as the legal responsibility for the sustainable communities and the right to life in the sustainable community. I analyzed the legal system to accommodate new hazards to public from safety and democracy. I confirmed that national responsibility for safety increase and the division of roles among agencies is important. After the Fukushima nuclear power plant accident we need build the new legal system to control the safety of each entity.
