The government, as part of the structural reform policies of the country, has deregulated the school system standard. Lowered the national minimum of public education, disrupt the equal opportunity of education. Public education is the autonomy affairs of the local government. So, it is a local government that embody the public education system based on the school system criteria that country has been deregulation. And the educational administration organization of local governments has the responsibility to maintain the level of public education and ensure the equal opportunity of education. Autonomous self-regulating force in local governments is secured by the residents autonomy of education, community participation in education administration, participation in the policy-making process of the education profession.
