主要国の財政法制度を「国庫を中心としたキャッシュ・フロー」の法的構成という新たな分析視角に即して実証的・体系的に比較研究する。本研究は、従来の研究蓄積をさらに深化・拡大させ、各国の財政制度・財政法原理と比較可能で、学術的に操作可能な体系を構築するとともに、実際の財政運営に関心のある政治家・政策当局・市民にも利用可能な議論を提供する。
