Outline of Research at the Start

環境性能の違いがある耐久消費財の代表例である自動車の普及動向の分析を通して、新たな炭素国境調整措置（CBAM: Carbon Border Adjustment Measure）の制度設計の提言を目指す。CBAMの制度設計、国内の低炭素制度（国内炭素税）それぞれの影響を統合したシミュレーション結果にもとづき、CBAMによる低炭素化の推進と、CBAMによる国内外の経済影響の相互の関係性を明らかにする。そのうえで、持続可能な社会・経済を実現するためのCBAMの制度設計、国内低炭素制度設計のあり方について、検証、制度設計提案を行う。
