Outline of Research at the Start	「開かれた学校づくり」の理念がCS政策により「学校応援団」として、保護者や地域住民、社会教育領域までもが絡め取られ、理念が変質している状況に対し、本研究では「社会に開かれた教育課程」という政策用語の批判的再解釈と実践によって「教育ガバナンス」の多様性を開くことを目的とする。その際、韓国マウル教育共同体の実践に注目し、韓国平生教育（生涯教育）の研究者とともに、成功要因と課題を洗い出し、モデル開発を行い、これを日本の１市２町で実証的に援用することで教育課程を教師の占有領域から解放し、教育内的事項の検討を児童・生徒、保護者、地域住民らと教師がともに熟議を行い、次世代への教育を創る道筋を明らかにする。
