Outline of Research at the Start

自然災害からの復興において，市街地再編に関わる二つの主要な制度に「土地区画整理事業」と「防災集団移転促進事業」がある．これらは将来の災害リスクを減らす一方で，被災者のニーズを充分に反映できない画一的な対応によって社会的な不平等を拡大する可能性が指摘されている．今後予想される災害でより良い復興を実現するためには「どうすれば不平等が生じないか」という探索的な問いと新たな政策の設計が求められる．そこで，本研究では，被災者の選好の異質性を考慮した復興過程のシミュレーションモデルを構築することで，被災者ごとの異なるニーズに寄り添った政策を議論するための理論的枠組みを開発する．
